The Town Commission of the Town of Melbourne Beach, Florida held a special meeting on Saturday, August 5, 2006 in the Masny Room, 507 Ocean Avenue, beginning at 11 a.m.

In attendance were Mayor William Stacey, Vice-Mayor Sandy Wilson, and Commissioners Donnie Price and Steve Walters. Also present was Town Manager Jim Bursick. Commissioner Paul Guglietta was absent due to a death in the family

Mayor Stacey called the meeting to order and announced its purpose was to conduct an interview for the position of town clerk and to consider a postponement of the itinerant merchant ordinance from the August 16, 2006 regular meeting to a later date (at the request of Vice-Mayor Wilson).

 

Prior to beginning the interview with Debbie Dugan, Mayor Stacey advised that it was the Commission’s intent to interview more than one candidate for the position. Accordingly, it might be necessary for Ms. Dugan to return for a second interview at a future date.

 

Ms. Dugan was introduced. The interview proceeded with individual commission members asking questions. Ms. Dugan most recently served as the assistant city clerk in Key Colony Beach located in the Florida Keys. She was relocating to the Melbourne area. While in Key Colony Beach, she was responsible for issuing occupational licenses and also played a role in code enforcement and building permits, as well as typical clerk duties. Commissioners queried Ms. Dugan on her minute-taking style and her opinion on maintaining a list of action items. She was looking for a starting salary between $40,000 and $45,000. Ms. Dugan questioned the Commission on its vision for Melbourne Beach, current issues facing the community, and responsibilities of various boards.

 

Commissioners thanked Ms. Dugan for the interview opportunity.

 

Mayor Stacey suggested offering Ms. Dugan the position of town clerk on an interim basis. It was noted that she was the only qualified individual to apply for the clerk’s position to date. Commissioner Walters suggested a brief employment ad in the Florida Today to generate additional interest. It was the Commission’s consensus to place the newspaper ad and interview additional applicants, perhaps contacting candidates that applied for the position in 2005. Town Manager Bursick advised that, since setting today’s interview, he heard from Lenore Milan, who was a finalist for the town clerk position previously. The Commission expressed an interest in speaking to Ms. Milan again.

At its June 21, 2006 meeting, the Town Commission tabled the itinerant merchant to the August 16, 2006 regular meeting. However, at this time, Vice-Mayor Wilson proposed deferring the ordinance to an even later date (i.e. October or November) in anticipation of additional information on future plans for the service station on Ocean Avenue. It was understood that Bruce Black would be able to renew his itinerant merchant license when it became due the first of October.

Vice-Mayor Wilson moved to table first reading of the itinerant merchant ordinance to the Town Commission’s November 15, 2006 regular meeting (noting that a new commission would be seated at that time). Commissioner Walters seconded the motion and it carried unanimously.

 

The meeting adjourned at 12:25 p.m.
