Town Commission

The Town Commission of the Town of Melbourne Beach, Florida held a special meeting on Wednesday, June 7, 2006 in the Masny Room, 507 Ocean Avenue, beginning at 6:30 p.m.

In attendance were Mayor William Stacey, Vice-Mayor Sandy Wilson, and Commissioners Donnie Price, Steve Walters, and Paul Guglietta. Also present were Town Clerk Patricia Burke and Town Accountant Jane Antonsen.

Mayor Stacey called the meeting to order and led the audience in the Pledge of Allegiance to the Flag. The purpose of the meeting was to make the final selection of a town manager. (Note: This item was deferred from the May 3, 2006 special meeting.) Individual commissioners came to the meeting having had the opportunity to review all applications and ready to rank the candidates. Rankings from each individual commissioner were submitted to the town clerk who announced that Interim Town Manager James Bursick received five first place votes.

 

Interim Town Manager Bursick entered the meeting room at this point. Discussion turned to the manager’s employment contract and salary considerations. Should he accept the position of town manager, Mr. Bursick was seeking a salary of $70,000 plus an amount equal to ten percent of that amount deposited to his retirement account with the International City Managers Association (ICMA).

 

Town Accountant Jane Antonsen advised that $64,000 was budgeted as the town manager’s salary for the current fiscal year. Overall, the town was operating well within budgetary constraints.

 

Discussion ensued as to salary considerations. Commissioner Price moved to offer the position of permanent town manager to James Bursick at an annual salary of $77,000 (said amount to include the monthly vehicle allowance and ten percent contribution to the ICMA retirement account). Commissioner Guglietta seconded the motion. Commissioner Walters clarified that all other employee benefits were a part of the total compensation package for the town manager but not included in the $77,000 figure (e.g. health insurance).

 

Speaking from the public present, Jean Marshall was shocked that the Town Commission voted to increase the salary offer over the budgeted amount. However, she had no objection to the selection of Mr. Bursick as town manager.

 

The motion to offer the position of town manager to Mr. Bursick for an overall salary figure of $77,000 carried unanimously. The Town Commission went on to clarify that the manager would not receive a cost-of-living adjustment or salary increase for 12 months from this date.
